Welcome to the Title IV, Part A Capacity Building Initiative—your hub for resources, best practices, and compliance guidance for Title IV, Part A in Texas.

Funded by the Texas Education Agency (TEA) and staffed by the Region 14 Education Service Center, our team works hand-in-hand with Education Service Centers (ESCs) across the state to provide meaningful, sustained support for your school systems. Together, we are building stronger pathways in the three content areas: providing a well-rounded education, fostering safe and healthy students, and driving the effective use of technology.

Supplement, Not Supplant Handbook - Version 7.0

TEA has updated its Supplement, Not Supplant Handbook. The most current version (7.0) is available online. Below, please find a summary of the revisions.

  • Clarified that Title I, Part D, Subpart 1 is not subject to the SNS methodology documentation requirements; rather, the program demonstrates compliance with SNS requirements by supplementing the number of hours of instruction students receive from state and local sources
  • Updated the statutory reference for IDEA-B and clarified that IDEA-B meets SNS requirements by meeting its MOE requirement, per the 2025 Compliance Supplement - 2 CFR Part 200 Appendix XI (November 2025)
  • Removed references to ESSER funds
  • Replaced "local education agency" and "LEA" with "school system," except in instances where the terms are part of federal statute that is quoted

ESSA Conslidated Compliance Reports

Each program under the 2025-2026 ESSA Consolidated Federal Grant Application has a program compliance report. All LEAs that applied for funding on their own, as fiscal agents, or as members of shared services arrangements in the 2025-2026 grant year are required to complete applicable compliance reports. 

🚨Reports were made available to LEAs on July 29, 2026, and are due via eGrants by September 30, 2026. 

🚨Reports submitted after the due date or not submitted will result in points added to the LEA's risk assessment.

New Fund Code for Title IV, Part A — Begins 2027-28

Beginning with 2027–2028 grant awards, school systems should use Fund Code 214 for financial accounting and reporting requirements associated with Title IV, Part A.

Student Support and Academic Enrichment

The Title IV, Part A, Subpart 1 statute specifically authorizes activities in each of the three program content areas.

Well-Rounded Education

This content area ensures students receive a holistic, enriched curriculum by providing access to subjects beyond core reading and math, such as STEM, the arts, foreign languages, and accelerated coursework. Its primary goal is to foster college and career readiness by broadening academic opportunities for all students, particularly those in underserved communities.

Safe & Healthy Schools

This content area focuses on improving school climate and supporting overall student well-being to create an environment where learning can thrive. It achieves this by funding physical safety initiatives, mental health supports, trauma-informed practices, anti-bullying efforts, and violence prevention programs.

Effective Use of Technology

This content area aims to transform classroom instruction and boost digital literacy by building the capacity of educators to integrate technology effectively. It emphasizes professional development, personalized and blended learning strategies, and expanded access to digital resources for remote or under-resourced students.

  • Funded by the Texas Education Agency (TEA) and staffed by Region 14 Education Service Center, this Initiative provides a central hub of resources, compliance toolkits, and best practices. Our mission is to provide training, resources, guidance, knowledge, and capacity under Title IV, Part A, focusing on each of the three content areas: well-rounded education, safe and healthy students, and effective use of technology. 

    These resources are provided Education Service Centers who will deliver to school districts in their regions. Knowledge of State Mandates provides ESCs and school systems the information needed to avoid supplanting Title IV, Part A funds. ESCs can access additional information and resources by using the website menu.

     

  • Title IV, Part A Grant (T4PA), also known as the Student Support and Academic Enrichment (SSAE) grant, is a federal program that provides funding that schools can use to make sure students get a broad and well-rounded education, improve the overall learning environment, and integrate technology into teaching and learning. School should be a positive and enriching experience for all students. The goal is for the funding to create a Title IV, Part A program aligned with student needs rather than being just a "funding source" for unrelated activities that don't align with the program's objectives. 

    The program grant provides federal funding allocations to LEAs in the following areas:

    • Provide all students access to a well-rounded education
    • Improve school conditions for student learning (safe and healthy students)
    • Improve the use of technology to improve the academic outcomes and digital literacy of students
